The second Fighters Pass will be available to pre-purchase on January 28 and all of the characters are expected to be released by December 31, 2021. It's likely that the characters will be released before then, considering that Sakurai's team managed to release six characters over the course of one year. None of the characters from the second Fighters Pass have been announced, but Sakurai has confirmed that all of the characters have already been decided and that bugging him on Twitter won't change the roster. The people who purchase the second Fighters Pass will receive an exclusive Mii Swordfighter costume that is based on the Ancient Soldier gear from The Legend of Zelda: Breath of the Wild.
