You will assume the position of "Grand Admiral" of a fleet from the era of steam and iron up until the age of missiles.
You may design and construct your navy's ships in Rule the Waves III, then command them into combat when conflict breaks out. During a time of significant technical advancement and political unrest, you will direct the deployment, development, and operations of your fleet. Even while the game borrows a lot of its technology and events from "actual" history, you'll discover that each time you play, you create a brand-new history!
